databases/postgis23: Add DOCS support

I often find it convenient to look at the documentation of the software ver=
sion
that is actually installed on the machine (as opposed to what's on the web).
This patch adds a DOCS option to build / install the documentation and puts=
 it
in the standard DOCSDIR (html subdirectory).

The Makefile provided by upstream a) does not support DESTDIR and b) instal=
ls
the docs in a directory belonging to another port (the postgresql*-server p=
ort)
so COPYTREE_SHARE is used for installation.
Alterations to pkg-plist could handled by PORTDOCS=3D*. I'll leave that up =
to
maintainer preference.
