CVS logs are publicly available and show who the last person to
touch a given piece of code is.  By the Law of CyberSpace, the
last person to touch a piece of code is responsible.  :-)

Of course, that doesn't mean they _are_ responsible...  It just
means they _should be_...  ;-)
