A slight update.  This works.

[shell1]:12:55pm:/etc# mv sshd_config sshd_config2
[shell1]:12:55pm:/etc# cp sshd_config2 /tmp
[shell1]:12:55pm:/etc# mv sshd_config2 sshd_config
[shell1]:12:55pm:/etc# cp sshd_config /tmp
[shell1]:12:56pm:/etc# _

Works fine.  But, after the machine freshly reboots:

[shell1]:12:58pm:/etc# cp sshd_config /tmp

crashes instantly.

Weird, strange, and unusual.

sshd_config is copied in /etc/rc.local from /usr/local/etc/sshd_config with
this bit of code:

cp /usr/local/etc/sshd_config /etc/sshd_config
ifconfig -a | grep inet | head -2 | awk '{printf("ListenAddress %s\n",$2);}'
\ >>/etc/sshd_config
cp /usr/local/etc/ssh_host_key /etc/ssh_host_key
/usr/local/sbin/sshd -f /etc/sshd_config
echo -n ' sshd'
