Accordign to my experience with "portsdb -uU" it's exactly this use of
refuse files to avoid the foreign ports which can cause a lot of warning
messages during the "portsdb -uU" run. There are a lot of ports which
have dependencies in e.g. chinese, japanese or korean language support,
which reside in the refused parts of the ports tree. But the run will
continue upto a fresh database.

BTW, I think I once read that ports which have dependencies in other
foreign language parts of the ports tree, should be placed in those
parts themselves. Isn't that today's port policy anymore?
