No, the sl device is not mandatory for i4b.

I suspect either ipr or isp/sppp wants to use VJ header compression and
needs slcompress.c which is not taken in your case.

Did you do a "config -r <KERNEL>" and/or a "make clean;make depend" before
building the kernel ?
