No surprise; the ATAPI system is very picky.  Is it the slave on wdc0?  
Did you compile in the ATAPI drivers?

Can you telnet?  I would guess a routing problem.  Good job figuring out 
to turn off pnp.  Great for win95, annoying for everyone else.
