There's an excellent passwd replacement written in PERL that's part of 
chapter 6 of "Programming Perl".  It does bad words, pattern matching, 
checking against reversed logins, other people's logins, GECOS fields, 
etc.  Being PERL, it could easily be changed to generation of passwords 
(if that's what you want - I personally don't like it).  

I believe one can get the source to the programs in that book as a tar 
file - the perl FAQ has the location
