If this helps, I found 3.13.1 at http://www.procmail.org/ and also in the
ports at http://www.freebsd.org/ports/mail.html#procmail-3.13.1

The info on the problem with FreeBSD and 3.11.pre7 is at
http://www.ling.helsinki.fi/users/reriksso/procmail/mini-faq.html#memory
from the procmail faq   There are also some posts about it on the procmail
list.
