In fact package should create ${PREFIX}/lib/${PYTHON_VERSION}/site-packages,
while ${PYTHON_SITELIBDIR}/site-packages ==
${LOCALBASE}/lib/${PYTHON_VERSION}/site-packages - please note the difference
(LOCALBASE may not be == PREFIX).
