If we have problems in .SHELL implementation, _those_problems_ must be
fixed to allow .SHELL used as documented, i.e. specify different shell for
_all_ commands 'make' runs.

Literally it means that we don't need to add incompatible home-made
${MAKE_SHELL} hack as workaround of buggy .SHELL implementation, but fix
the real bugs instead.
