	A) Because bad nroff doesn't cause system failures, especially system
failures in dangerous and difficult to discover ways. 
	B) Because we're not in any danger of running out of people to commit
code, but it's a constant battle to encourage programmers to document
their own, and/or other people's work; and we shouldn't be doing
anything to discourage it.
