What about 
[faulkner@utgard.hos.net]  /usr/local/news

1 drwxr-xr-x   2 news  news    512 Nov  5 16:07 locks

/usr/local/news is the top of inn, not /usr/local/news/lib.  If you move
it to /usr/local/lib/news, there needs to be a /usr/local/lib/news/lib
when inn is installed.

The issue is really /usr/local/news vs. /usr/local/lib/news
