The ioperm() function is Linux-specific.  In FreeBSD you can use:

    % man -k ioperm
    i386_get_ioperm(2), i386_set_ioperm(2) - manage per-process access to the i386 I/O port space

and start reading the manpages of i386_set_ioperm() for more information on
ways to access the i386 hardware I/O ports directly.
