There is a big difference between installing for the use a special 
CVS repository for tracking configuration files, and expecting
them to have the standard src CVS tree on hand.  I think the former,
which could even be implemented using RCS, would be quite practical
to implement.  CVS and RCS are shipped as standard equipment in FreeBSD,
why not use them if they fit the bill?
