After closer inspection, it's not the Makefile in error.  It seems to 
be a master/slave issue:

[dan@bast:/usr/ports/editors/ooodict-cs_CZ] $ grep CATEGORIES 
Makefile
CATEGORIES=     editors

$ make -V CATEGORIES
editors editors
