I suspect that some of the confusion about this comes from the message
from Murray which said:

It's pretty easy to read "Unfreeze src" and think that might mean
that the code freeze is over, particularly when combined with the
the rest of the log message.

I'll hasten to admit that a later message said:

    murray      2002/01/28 00:22:15 PST

      Modified files:
        .                    avail
      Log:
      Unlock src. RELENG_4_5_0_RELEASE has been tagged.  The release is
      not final until some QA has been done and the announce message has
      gone out.  tags may be slid if necessary.

So that message is pretty clear, and I have no quarrel with the idea of
the branch still being frozen.  I'm just saying that there was some
understandable reason that some people (including, uh, me...) might
have thought the code freeze was lifted...
