Yes, it's buggy, but that's not the bug. The only known problem with the ep0 driver is a bug that causes the system to think it has run out of mbufs. If you can't get it to work at all, it's probably a hardware problem. In my experience, 3c509s are flaky no matter what OS you run. If you need a cheap 10 Mbps Ethernet adapter, I'd strongly recommend an SMC-based card, e.g. the Kingston EtherX ($30 in Norway) which not only has a bug-free driver (ed0), but is a lot faster than the 3c509. It's also a PnP card, which makes configuration a lot easier.
