My first guess is a misconfigured firewall.
What does "sysctl -a | grep arp" show?

(Your network tuning is probably extreme except for specialized =
situations,
but it shouldn't prevent basic ARP from working.  Buggy NICs or iLO / =
LOM are
another possibility.)
