A flat is what in more grandiose terms one might call an "apartment", only
think downmarket some more.  Besser-block walls, stucco ceiling.  Basically
a concrete box, usually stacked in a multi-storey heap.

Compares unfavourably with "unit" (single storey) and
"townhouse" (multi-storey, but not stacked).

Basically not an environment conducive to the stringing of antennae.
