Ok, so I deserve the golden pointy hat for this one.
I evidently forgot to -HUP sendmail after I made the
initial change.  I made another simple change and
kicked sendmail and everything works now.

Many thanks to all who replied.  And sorry about
wasting bandwidth with my own stupidity. :)
