Yes.

The time zone files are in /usr/share/zoneinfo.  For each time zone,
they have picked a single city, which is not always intuitive.  In
your case, it's New York.  To set up the time zone, do:

 # cp /usr/share/zoneinfo/America/New_York /etc/localtime
