/etc/rc.conf is now a system file, not to be changed by the user,
right ? Is this documented anywhere ?  Maybe a BIG comment in the
beggining of rc.conf directing the user to rc.conf.site.

I've already been caught by this, and other people will be with the
release of 3.1, for sure.

Could this be put back in the rc script, as it has been in the a.out
kernel times with the dset utility ?  POLA is the key here.  If it's
not that difficult, it would be a GoodThing(TM) to do before 3.1.
