The user can still change it all they want, they'll simply have the
option not to if they prefer to keep the changes separate.  Some may
elect to keep their old rc.conf files and ignore this entirely.

It's sort of a pain, especially when you have to preserve the old
settings.  I doubt I'll have time before 3.1 to grapple with it.
