I'll have to think about this.  This is one way around the problem.
My fix didn't impact the currently installed suidperl, while this one
forces it to mode 0 on the next install.  Lemme chew on this over the
afternoon and see what my gut tells me when I'm done.  It woudl
certainly make it easier for those that need it to get it.
