Where does userconfig store its configuration information?

I was trying to upgrade a FreeBSD2.2.2 system to 2.2.5, and I think
I accidentally disabled the syscons driver.  (At least that's 
the way the system seems to be behaving. . . )  It makes happy booting
noises if I leave it alone while it tries to boot, but the screen stops
after printing out the text/data/bss sizes.
