No, not even 3.0. (sendfax ignores the -x option)

I use
cuaa5   "/usr/local/sbin/faxgetty -d"   vt100   on  insecure

I have the 28.8Fax (ext)
Try to merge the config/usr-2.0 file to your etc/config.cuaa0

and check for
GettyArgs:            "std.%s -"

If you have a 16550A FIFO port you can set
ModemRate:            115200
