The cipher modules fail to unload if there are outstanding references to 
keys.  When you use wpa the supplicant clears all keys before it 
terminates so it may be that when you were using WEP keys they were 
still present and somehow caused the shutdown to hang.

Please send me the exact steps you use to cause the problem.  There 
should also be console messages printed by the wlan_wep module (or other 
crypto module) in the event you try to unload the module while there are 
still references; please check for those.
