I'm not sure why there isn't a package at ftp://ftp.freebsd.org/pub/FreeBSD/ports/alpha/packages-4-current/All/ However, I put the tarball I got from someone in on ftp://relay.nuxi.com/pub/FreeBSD/Alpha/. This is a tarball of a fresh install & it's assoicated /var/db/pkg/ files.
