Sorry folks, Rod was being stupid.  I was looking in my last stable
build tree instead of my -current tree.  Should have done a cvs status
as it would have clearly told me:
gndrsh# cvs status Makefile

File: Makefile          Status: Needs Checkout

   Working revision:    1.2     Tue Jan 17 15:07:13 1995
   Repository revision: 1.3     /home/ncvs/src/usr.sbin/xten/Makefile,v
