Amanda's configure detects whether or not you have gnuplot installed; if
you do, it installs the amplot stuff and the package build succeeds.  I
never noticed that before (and neither did you :) since our build machines
both must have had gnuplot installed.

I guess then the package build problem is from an unlisted dependency -
aside from you silently installing gnuplot on your package build machine
(before the heinous micrapolis disk bombs on you :) probably the best
thing for me to do would be make gnuplot a dependency????
