The first thing that comes to MY mind here is this;
This is /usr/src/UPGRADING.  That's where people are going to be reading
it, no?

So if they've got a version with broken boot blocks, they're going to
have a version of UPGRADING before this one.  So it's not going to help
at all when they need the help.  And if they have this version of
UPGRADING, they'll have the fixed boot blocks.

Seems kinda redundant to me...
