Take a look at /etc/syslog.conf (also man 5 syslog.conf). Are you
logging in as root by any chance? Root is configured to receive some
messages by default. If this is the cause, don't log in as root unless
you have to (this is considered good practive in any case).

Depends on the shell you're using. In tcsh (which I use, *please* no
religious shell wars), an up arrow works just fine by default. See the
man page for your shell to see how to enable such features.
