Please take a look at resolv.conf(5) manpage, it explains this in
details.  In your case, your file in its current form is equivalent
to an empty file, you can even just delete it.

Alternatively, you could modify /etc/sendmail.cf and add `-b' option to
the mail.local(8) (see `Mlocal') to turn off `biff' notifications.
