Having looked at the website a little further, there is no
requirement to page through the license and click and accept
button, unlike pretty much every other piece of "restricted"
software that's also "freely available".

So, in this particular case, things can stay as they stand.
The other DjVu port (the run-time library) _does_ require an
explicit license to be acknowledged, and will thus need to
be IS_INTERACTIVE etc.
