It's important to note that most browsers that are http 1.0 browsers still did http 1.1 header redirection. Netscape 2.x and 3.x, and IE 3.x and 4.x, notably. To actually run into a browser that won't properly display header redirected pages, you'd have to be talking about Netscape 1.x, IE 2.x or earlier, Mosaic, Red Baron or older versions of Lynx...I can't think of any others off the top of my head, but we're talking fewer than 1% of the browsers currently in use.
