I agree.  D_MAX_BLOCKS_IN_MCU, which affects only decompression, should be
increased; C_MAX_BLOCKS_IN_MCU should stay the same.

Neither the PostScript spec nor Adobe compatibility requires the ability to
*produce* non-compliant JPEG data.  Ghostscript only needs to be able to
*read* non-compliant data.
