I tried with a 4.3-STABLE world/kernel compiled just a couple of hours
ago, and it still doesn't work.  I think the problem might be that the
BIOS says that IRQ15 is available, and that there is not an ata
controller using it, but in fact there probably is.  I see that ata
actually attaches to both an ata0 and ata1, even though the BIOS says
there is only one ata controller:

atapci0: <ServerWorks ROSB4 ATA33 controller> port 0x2420-0x242f at device 15.1 on pci0
ata0: at 0x1f0 irq 14 on atapci0
ata1: at 0x170 irq 15 on atapci0
