Because one'd preferably like to be able to pass stuff besides just
"start".  Like with arpwatch, I used arpwatch_interfaces to specify what
interfaces to start arpwatch on.  Since we have /etc/rc.conf already,
and it's "resource configuration", I don't see why we can't reuse it.

It may also align us with our move towards the NetBSD rc system.
