Yes, these sites bring to light valid complaints and concerns.  I'm not 
suggesting that paypal is 100% there for 100% of their customers.  Yet I'll 
maintain that the bulk of their transactions and customer experiences are 
still handled in a timely and accurate frame.

Your point is valid, however to date I have found nobody who does better 
than paypal in their market space.
