I agree this should be better documented. I know of at least 1 company 
that has migrated from FreeBSD to Linux for this very reason.

Look in your kernel configuration file, if you use the generics-kernel:
/usr/src/sys/i386/conf/GENERIC
There should be a line reading:
device          atkbd0  at atkbdc? irq 1 flags 0x1

Remove the "flags 0x1" part and recompile your kernel. Reboot, and next
time you reconnect the keyboard it will work properly.
