This is the only time I notice this happenning on my Toshiba.  It's
usually after I've been scrolling a web page for a long time.

I use just a very slight amount of pressure on the trackpoint to get a
very slow drag of the scroll bar.  Eventually the device decides that
slightly off center is center.  When I let go it runs across the screen
for a while.
