On the 5.0 host, there is no /etc/make.conf and /etc/default/make.conf
and no variable like those one specified in
/usr/share/examples/etc/make.conf set in login scripts.

On the 4.6 host, only CFLAGS is set.

In fact, libc_r.* is builded in the obj directory.
