pkg-config is installed by devel/pkgconfig.  If you're seeing a message
saying this port is too old, then you need to re-cvsup your ports tree,
and use portupgrade to make sure all ports are up-to-date.  If you want
a quick list of old ports, cvsup your ports tree, and run pkg_version
-vl"<".
