Ahh, I see.... that PATCH_DEPENDS and post-patch target.. I dont like it.  
Why not remove PATCH_DEPENDS and use pre-configure? Will it works?

Try to remove PATCH_DEPENDS, then rename that post-patch target to  
pre-configure.
