I would think that the phone service provider would provide this service;
ask them.
 
On my PCS phone, you email the phonenumber@mobile.att.net.  AT&T doesn't
use GSM and the paging is a separate service but I bet other companies use
a similar style service.

Am I totall off track?  You're not in the US so things are probably vastly
different for you.
