Something has been corrupted. I just did an upgrade of 4.5-prerelease 
(RELENG_4) and see the following

===> bin/cat
install -c -s -o root -g wheel -m 555   cat /bin
install -c -o root -g wheel -m 444 cat.1.gz  /usr/share/man/man1

You really should ask questions like this in -stable. This is not a 
question for this list.
