In FreeBSD-current there are some options for routing.
The same you should find in your 2.1.5 release system.

You should take a close look to /etc/sysconfig and the 
/etc/rc files when having such questions ...

defaultrouter=NO

# This is the routing daemon you want to use.  Possible options are
