Oddd.  This sounds a lot like the IRQ for the card that you are using
is being stolen by another hunk of hardware that's driving it so the
pcic chip can't use it.  It sounds like you've been down this path, at 
least a little, but I've lost your original mail.  Can you verify that 
the IRQ used is really free?
