 * From: James Housley <jim@thehousleys.net>

 * Can I get a clarification on NOPORTDOCS. Is that to stop all
 * documentation including the basic man pages? Or Should the basic man
 * pages always be installed and NOPORTDOCS prevent additional help and
 * example files?

The latter. Please the Porter's Handbook, your question is answered
in the section titled "Install additional documentation".
