I daresay it's having trouble setting interface parameters on the
``tun'' device. 

Perhaps you'd attach a copy of the last few lines of /var/log/ppp.log
straight after the failed connection attempt? We'll be able to make more
sense of the situation and deliver a more precise answer that way.
